Spanish Energy Efficiency Certificates

1st June 2013 is an important date for home owners in Spain, especially for those planning to sell or rent out their properties, as it marks the first day from which an Energy Efficiency Certificate is a required document needing to be attached to your deeds of sale or long term rental contract.

This won’t come as a surprise to many with homes in other European countries, where the same legislation has been in force for some time, pursuant to a series of EU directives aimed at increasing energy efficiency in buildings and construction throughout Europe.

Especially trained and regulated technical architects can carry out the inspection and arrange for your certificate to be issued, which will then be valid for ten years. Most firms are charging between €1 and €2 per square metre, depending on the size of the property (a sliding scale may be implemented for properties over a certain size). When calculating the grade of the property (A to G), the surveyors will be aiming to find out how much energy a property consumes and how much carbon dioxide it emits into the atmosphere. They will measure the heat lost through the roof, walls and floor, as well as the efficiency of appliances in the house that consume energy (heating elements, hot water tanks, lighting, etc) and may recommend areas where homeowners could make potential savings.

Upon completion of the inspection, the technical architect’s report and certificate will be approved and stamped by their College of Architects, then sent to the Andalusian authorities for registration. At the moment, the Junta de Andalucía is still confirming the exact procedures on how this will work and how long it will take for them to issue the official certificate that needs to be taken to the notary’s office at completion of sale.

Although newer properties (post 2007) should already have been built to strict energy efficiency standards, some reports indicate that a small investment of just €2.000 on the average Spanish home could improve your rating by one grade, perhaps through the installation of new windows, solar panels, insulation or a more modern water heater, and that this investment could be recovered within five or six years through savings in energy bills.
